Mod Arrest Peds V (Police mech / cuffs) for GTA 5 adds the ability to arrest residents. After the arrest you can take them to the station or to do with them whatever you want.

Press "F3" while aiming at the man to arrest him. To cuff you, move closer and press "F3".
