City Services version 2

The script activates work of urban services: ambulance (ambulan), fire (firetruk and firela), funeral services (romero) and special services: riot police (enforcer and swatvan), FBI (fbiranch and fbitruck), military (barracks and patriot). Ambulan, firetruk, enforcer, fbiranch, fbitruck, the barracks are both working sirens (on the job), and off. There are also two machines (for example, ambulan and firetruk, enforcer and ambulan, firetruk and firela) and so on. Firefighters and doctors for each city respectively. Workers of ritual services too (same as doctors).
The script works ONLY when a player fails a mission.
